This timely, thorough, and thoughtful discussion of what is happening in Europe as 1992 approaches is a welcome and needed contribution for anyone trying to understand the important changes now occurring in the European Community (EC). Colchester (deputy editor, The Economist) and Buchan (Brussels correspondent, Financial Times) are well qualified to write this interdisciplinary, evaluative study. The book covers the history of the recent "relaunching of Europe," starting with the Single European Act of 1985, and includes insightful evaluations of the underlying political and economic pressures, some basic discussion of the institutional framework and power balance within the EC, and a description of the EC's progress toward integration on several fronts--trade, competition, law, labor migration, agriculture, financial markets, monetary union, external trade, and relations with other European countries, plus a projection of developments into the 1990s.
