Summary

Summary

Director Robert May details the story of corrupt Pennsylvania judge Mark Ciavarella, who ordered the imprisonment of numerous minors for legal transgressions that were often minimal offenses because he was receiving payoffs from people who ran the institutions those sentenced by him would be forced to attend. The judge became a celebrity for his supposed no-nonsense approach to juvenile infractions, making the discovery and exposure of his graft all the more shocking and painful. ~ Perry Seibert, Rovi
