Booklist Review

As she is in her book Incest (Booklist 82:392 N 1 85), Kosof is upfront about her investigative involvement and her compassion for victims, in an examination of the plight of America's homeless. Coming down hard on the Reagan administration's conservative attitude and on some state governments' apparent lack of concern, she explores the reasons behind the problem and the responses political entities have and have not made to ease the situation. New York City shares the attention with the ``heartland'' cities of Phoenix and Des Moines; photographs and comments from the homeless themselves add depth to the material as do the author's own impressions. Kosof does see some change in prevailing attitudes and awareness. She holds up for closer examination one particularly successful effort in Manhattan (the first new single-room-occupancy hotel to be built in the city since the 1970s) and describes a program for New York City homeless children; however, it is clear she views the problem as crucial and governmental response as inadequate if not actually irresponsible in many cases. A complement to Landau's less political treatment, The Homeless (Booklist 84:852 Ja 15 88), which defines the issues through the use of composite profiles. Notes and an index are appended. Gr. 7-12.
