The pamphlet is stitched in navy blue leatherette, with the title and author (in Latin) stamped in gilt on the front cover; the spine and back cover are blank. The endpapers are blue. The flyleaves and text pages are of white hand-laid paper. The title page has the full title, author, date of the speech, publisher, publisher's logo, and place of publication.
