Booklist Review

Gr. 7^-12. These two recent additions to the Crime, Justice, and Punishment series offer timely material for student debaters and report writers. Both books follow the series pattern: they are clearly written, illustrated with black-and-white photographs and engravings, provide reasonably up-to-date statistics (1980s^-1990s), and include brief bibliographies and occasional inserts describing important or sensational trials. Berger traces the development of the grand jury from twelfth-century England to America today, explains the procedure at both local and national levels, discusses pros and cons of the system, and describes famous grand jury hearings, including that of Monica Lewinsky. Jones-Brown writes more fervently than Berger as she considers the history of America's double standard for black and white offenders, including many examples. She also discusses police brutality, "driving while black" arrests, and disparities in punishment, posing a number of questions that will make readers think seriously about a major national problem. Unfortunately, neither book includes footnotes or Web sites. --Jean Franklin
