Choice Review

This selection of previously published writings, collected by editors McQuillan and Montgomery (Hoover Institution), consists of 62 pieces ranging in length from one paragraph to 11 pages. The majority are short selections from the columns and editorial pages of the The New York Times, the The Wall Street Journal, and other prominent newspapers and magazines concerning the debate in late 1997 and early 1998 over the policies and future of the International Monetary Fund (IMF). This collection is organized in six parts: origins and operation of the IMF, effectiveness of IMF programs, IMF conditionality, recent IMF initiatives (including Mexico, East Asia, and Russia), mission creep (the expansion of the IMF's activities), and the pros and cons of abolishing the IMF. Each part includes a few pages of introduction and overview; the editors also provide several summary charts and tables. The book would be better titled a reader rather than a primer. Appropriate as a current events supplement for intermediate-level undergraduate courses on the international monetary system and for general readers interested in international economics. C.
