South Africans are increasingly realizing that the conventional paradigms that have guided the formulation and execution of public policy are now inadequate to meet the challenges of the coming years. The turmoil in both "black" and "white" politics is testimony to this. At the same time, the debate on alternatives has been at such a high level of abstraction that it has failed to provide policymakers with guidance on what the alternatives are.

This important book looks at the real options behind the rhetoric, surveying choices rather than stating solutions. It deals with the key issues facing South Africa during this new decade--issues to which any future government, minority or majority, will have to respond. The book is the result of a major research project undertaking by the Institute for the Study of Public Policy at the University of Cape Town, and involves more than fifty scholars from South Africa, Europe, Australia, and North America.
